The Central Coast Regional District (CCRD) is situated in the spectacular and diverse region of British Columbia’s central coast. Serving several coastal communities, the CCRD provides essential services and infrastructure management to enhance the quality of life and sustainability of the area.
Reporting to the Chief Administrative Officer (CAO), the Director of Operations is a senior management role accountable for overseeing the planning, organization, and management of the CCRD’s infrastructure and operational services. Key areas of responsibility include water systems management, parks and recreational facilities, emergency management infrastructure, facilities maintenance, solid waste management, and other regional district operations.

The ideal candidate will be a motivated, innovative leader with proven organizational skills, be able to write detailed and technical reports, able to establish and sustain positive and effective working relationships with CCRD staff, contractors, government agencies, consultants, local stakeholders, and the general public. Consideration will also be given to a midcareer professional in the local government works department that is looking for career growth.

Key Responsibilities:

• Lead, manage, and mentor the Operations Department team to deliver efficient, effective, and reliable services.
• Oversee the installation, operation, maintenance, repair, and replacement of CCRD infrastructure, including water systems, solid waste facilities, community buildings, parks, and recreational facilities.
• Prepare, administer, and monitor departmental budgets ensuring financial stewardship, accountability, and alignment with strategic objectives.
• Ensure compliance with all relevant safety standards and regulations including LGA, Community Charter, CCRD’s policies and bylaws implementing and promoting health & safety policies and procedures.
• Effectively communicate and engage with stakeholders, including CCRD board members, staff, residents, and external agencies, fostering positive community relations.
• Develop and implement strategic plans for the enhancement and sustainability of infrastructure and operational services, utilizing innovative and effective management practices.
• Other duties as assigned.

Qualifications:

• Post-secondary education in Civil Engineering or Civil Engineering Technology, Public Administration, business administration, or related field preferred.
• Eligibility for registration with relevant professional associations (e.g., EGBC or ASTTBC) is desirable.
• Demonstrated senior management experience, preferably within a local government setting.
• Experience managing operations related to water systems, solid waste management, facilities, and
emergency infrastructure.
• Exceptional leadership, interpersonal, and communication skills.
• Proficiency in strategic planning, budget management, and project oversight.
• Certifications related to water systems management (EOCP Certifications) and solid waste
management are considered assets.
• Ability to produce high quality technical reports and presentation skills.
• A combination of education and experiences will be considered.

The CCRD offers a competitive salary commensurate with qualifications and experience, complemented by a
comprehensive benefits package, municipal pension, including a compressed schedule 4-day work week. The
CCRD is also prepared to offer transitional housing for 3-6 months for the right candidate to move and
integrate into the community.

Note: this position is based out of the Bella Coola and not eligible for remote work. Preference will be given to
qualified local and indigenous candidates.
