Job Summary
The Sustainable Habitat Program Manager (SHPM) reports to the Natural Resources Manager and contributes to the overall success of the organization by protecting and sustaining the habitat and wildlife rights and Aboriginal Rights and Title according to Council’s vision, mission and strategic direction for High Bar First Nation (HBFN). The SHPM will participate in sustainable habitat operations discussions, including the long-term planning process for wildlife habitat, fish habitat, flora and fauna. The SHPM will also participate in the various habitat management meetings, and coordinate staff and projects as required. The SHPM will remain apprised of and participate in federal fisheries operations discussions, manage High Bar First Nation technicians, participate in the First Nation Operations Advisory Committee and any wildlife and fisheries Management related meetings and outcomes, and will inform the Organization’s leadership on an ongoing basis. The SHPM will work in conjunction with the HBFN Stewardship Forester to allocate responsibilities of the HBFN Guardian program to ensure that HBFN interests are manifested within the traditional territory.
Duties and Responsibilities
Sustainable Habitat Program
1. Develops an operational plan which incorporates goals and objectives for programs and services aligned with the strategic direction, including program delivery and evaluation
2. Manages and delivers the sustainable fish and fisheries programs as it pertains to the AFS agreement with DFO and participates as part of the collaborative response team
3. Liaises with elders, hunters, trappers, traditional knowledge holders and other community members to identify issues that are of concern to the community
4. Meets regularly with government bodies, industry, First Nations organizations, etc. to share information and identify problem areas, then work towards developing solutions to issues
5. Arranges field trips with elders, traditional knowledge holders, resource users and community members to record use, knowledge and concerns; physically reviews waters and lands in question
6. Makes recommendations on course of action to take to ensure the integrity of the Sustainable Habitat program from a technical and political point of view
7. Oversees fish monitoring, tagging, sonar, fish transport, enhancement to sustain the fishery resource
8. Creates a safe and healthy work environment and participates in the ongoing operation of the BC Forest Safety SAFE Certification program
9. Responds to any health and safety concerns
10. Completes the Year End Reporting and as outlined in the Natural Resources strategic plan
Restoration
1. Manages the habitat restoration project in traditional territory with the goal of improving resource habitat, building capacity of community members and strengthen the ability to undertake restoration activities
2. Develops applications and provides written reports for the contract
3. Writes grants to support fisheries, environment and restoration projects

1. Oversees and supervises all program staff; involved in the recruitment and development of staff
2. Manages team performance by setting expectations and regularly reviews performance with staff;
acts as coach and mentor to address performance issues; and administers progressive disciplinary
actions as required
3. Prepares and submits regular activity reports and statistics to appropriate agencies and the
community
4. Ensures there is a system of checks and balances for the maintenance of accurate and confidential
files and records; complies with reporting requirements
5. Creates a safe and healthy environment
6. Provides support in establishing operational policies for the program
7. Develops a communication strategy for public awareness of programs and events
8. Participates in various community, council and committee meetings
9. Establishes and maintains annual operating budget and works to secure adequate revenue and
funding
10. Other duties as assigned or required

Qualifications
Education:
1. Batchelor of Science (BSc.) Biology, Ecology, Environmental Biology
2. AND a professional designation as RP.Bio or the ability to attain this designation
3. Any equivalent combination of education, experience and training that provides the required
knowledge, skills and abilities.
Specialized Knowledge:
1. Knowledge of general firefighting skills, general excavation, techniques, tools, and equipment,
monitoring road developments, general field work, safety precautions, map reading and use of field
equipment.
2. Knowledge of the bush and how to move through the bush safely
3. Knowledge of Shuswap culture and history
Skills and Abilities:
1. BC Ecosystems, flora & fauna. Technical fisheries training and/or experience
2. Freshwater fisheries management, stock & biophysical assessments, habitat restoration, and
monitoring
3. Field equipment & biological sampling methodologies; collecting, interpreting & analyzing data
4. Program management, administration & coordination & ability to manage people.
5. Water quality monitor & sampling
6. Environmental assessments & Technical report review & writing
7. Confident driving forest service roads
8. Proficiency in the use of computer programs for word processing, databases, spreadsheets, email and
the internet, to the intermediate level (capable of using a large number of functions and feel confident
using the program)
9. Comfort with Swift Water and Field First Aid an asset

10. Ability to understand and follow specific instructions and procedures
11. Ability to work independently and build effective interpersonal relationships
12. Ability to self-regulate, meet deadlines, have attention to detail, and respect confidentiality
13. Strong communication skills, ability to demonstrate report writing and presentation skills
14. Ability to develop policies and procedures
15. Understanding of issues, techniques, initiatives and programs related to conservation and restoration
of fish, fish habitats and watersheds
16. Recognizes and respects all cultural diversity and has an understanding of Shuswap (Secwepemc)
culture and history.
Experience:
1. Five years or related experience
Working Conditions:
1. Field work and walking through traditional territory to assess impacts is required
2. Work in all weather and geographic conditions.
3. Ability to work around rivers, streams and work on the water
4. Travel to other related organization locations will be required
5. Receives minimal supervision with less frequent direction and occasional review of the work performed
6. Nonstandard work hours
7. Occupational First Aid Level 1, an asset.
Conditions of Employment:
1. Must be able to obtain and maintain a valid BC Class 5 Driver’s Licence and provide a clean driver’s
abstract
