POSITION SUMMARY
Under the general direction of the Chief Operating Officer, the Program Director is responsible for the negotiation, contracting, planning, development, evaluation, and fiscal viability of all Open Door Group programs and services in the specific program area. This position is the lead role for the development, sustainability and growth of Open Door Group’s employment programs across Kamloops, Oliver and Lillooet.
NATURE AND SCOPE OF THE POSITION
The Program Director is expected to fully understand the mission, goals, and vision of the Open Door Group and to be able to oversee and lead the delivery of employment programs and initiatives that meet these guidelines.
Community and Contract Development
• Remain current on regional and local political and government issues affecting marginalized populations.
• Conduct needs assessment of communities, draft feasibility reports for service expansion, and develop relationships/strategic alliances with key stakeholders.
• Develop and write proposals to successfully acquire new government and privately funded contracts.
• Establish and develop operations within each area, including: sub-contracting with local agencies or the hiring of new staff to provide services, establishment of new sites and the development of operational systems and procedures.
• Ensure that all systems and practices are in compliance with Open Door Group policies, and government regulations, and accreditation standards.
• Recommend involvement in activities that appear appropriate for bolstering the organization’s influence in the public arena.
• Develop and enhance stakeholder relations within the local community to positively build the organizations reputation in the community and expand operations.
Contract and Program Management
• Re-negotiate annual contracts with local sub-contractors.
• Develop annual operating plans, including service and statistical goals/objectives.
• Ensure programs/services are meeting the needs of clients and contract expectations, are effective and efficient, and achieving goals/objectives identified in annual operational plan.
• Ensure effective fund allocation for the development, design, and management of activities, program/services, and projects.
• Evaluate program(s) performance and draft recommendations for adjusting staffing/resources to address program(s) deficiencies.
• Ensure program curriculums, service frameworks, and operational systems/practices are current and are implemented to a level that exceeds accreditation and Open Door Group standards.
Financial Management
• Develop budget projections for relevant contracts, and submit projections to the financial department.
• Ensure milestone and income payments are meeting or exceeding budget projections.
• Ensure that service and program expenditures operate within approved annual budgets.
• Ensure that up-to-date inventories are maintained for furniture, equipment, and materials and supplies.
• Ensure documentation to support milestone/income payments and program expenditures are meeting contractual requirements and that milestone/income payments are submitted in a timely manner.
Facility Management
• Successfully negotiate, or re-negotiation, acquisition of program premises.
• Ensure that premises are maintained in a clean, safe, presentable condition to a standard that is comparable with similar work environments.
• Ensure the safe and proper operation, cleaning, storage, and maintenance of equipment used by clients and staff. Safety standards and practices must comply with Open Door Group policies and procedures, along with WCB regulations.
• Negotiate with third-party contractors for lease-hold improvements and monitor progress of renovations.
Public Relations and Marketing
• Develop and implement marketing strategies to ensure each program maintains full enrolment and that clients obtain positive placement and employment outcomes.
• Increase awareness of issues affecting people who are marginalized through public presentations and discussion.
• Participate and support agency wide public relations, fundraising, and media campaigns.
• Employer engagement and government and community relations.
Internal and External Communications:
• Coordinate and liaise with internal and external persons. This means providing internal and external persons, where appropriate and approved, with timely and accurate information on program and contract progress.
• Ensure Open Door Group clients, staff, sub-contractors, and colleagues receive written assessments, progress reports and evaluations as required by program and contract standards.
• Provide COO, and when requested the Board, with timely and accurate information on status of programs and services.
• Notify COO of known infractions to the Open Door Group employee code of ethics, human rights, and serious breaches to the collective agreements.
Personnel Management:
• Develop recruitment and retention strategies in order to create and maintain high performing teams.
• Ensure that all staff adheres to the provisions of the Collective Agreement and Open Door Group Policies.
• Develops and facilitates employee training and development and recruitment activities.
• Responsible for supervising Vocational Counselors and Associate Program Directors and through them is responsible for the performance of their subordinate staff.
SUPERVISION
The Program Director is responsible for hiring, training, supervising, and evaluating Program staff in collaboration with the COO and Associate Program Directors. The Program Director has the authority to discipline staff up to and including termination in consultation with the Director of Human Resources and COO.
REPORTING
• Monthly performance reporting to the COO (Executive and Operational Level reports).
• Yearly Program report to the Board of Directors.
• Human rights and serious breaches to the collective agreements.
• Ensure all public business activities and resources are consistent with ODG guidelines and polices.
OTHER
• Responds to other duties that may develop and are requested by the CEO or COO
• Works with other members of the Leadership Team and Board of ODG on committees proposals, and projects as required.
• Travel within BC will be required.
QUALIFICATIONS
• Bachelor’s degree required, preferably in Social Sciences, Business Administration or other related field.
• Unrestricted driver’s license and use of motor vehicle
EXPERIENCE
• Minimum 5 years recent relevant work experience, 3 of which must be at Senior Management level with a focus on career/vocational counseling and program development.
• Demonstrated community development experience within the employment/labour market industry.
• Demonstrated experience in planning, leading and organizing diverse operational activities and projects to achieve business goals and objectives.
• Experience in developing and managing government relations.
KNOWLEDGE & SKILLS
• Demonstrated knowledge of vocational counseling theories and techniques.
• Demonstrated knowledge of employee training and development strategies.
• Demonstrated knowledge of BC labour market
• Advanced MS Office skills
• Ability to communicate effectively, orally and in writing, with a broad range of staff and stakeholders.
